If you rightfully received another's property, and refuse to give it to them, you have transgressed this Mitzva.
E.g.: refusing to repay a loan, or refusing to pay the rent, is prohibited.
Applies to everybody, everywhere, always.
Pasuk: "Do not withhold from your fellow man" (Vayikra 19:13)
