Cursing another Jew is forbidden; even one who doesn't hear the curse or who cannot hear the curse.
One may not even curse oneself.
One who curses another using the name of Gcd - even in English - deserves 39 lashes from Bet Din.
Applies to everybody, everywhere, always
Verse: "Do not curse the deaf" (Vayikra 19:4)
