One is prohibited from rendering incorrect judgements; acquitting the guilty and condemning the innocent.
Included is the prohibition of delaying punishment once a ruling has been rendered.
Included is the prohibition of filibustering for the sake of delaying the ruling.
Applies to everybody, always, everywhere.
