It's a Mitzva to tie Tefillin on one's left arm. Those born with mancinism put it on their right arm.
The correct place is on the elevated (muscle) part of the upper arm.
Applies to males, everywhere, every weekday.
Pasuk: "and tie them for a sign on your arm" (Devarim 6:8)
