One may not marry one's stepmother's daughter if one shares the same father.
One who has relationships with his father's daughter (even if she is not one's mother's daughter) gets punished by Karet.
One may marry one's stepsister if one doesn't share any biological parents.
Applies to everybody, everywhere, always
Verse: "...your father's wife's daughter..." (Vayikra 18:9)
